I.  General Information

   a. Mission, Vision, and Goals

MISSION

The NCEC incorporates simulation-based education to engage all learners in an innovative, supportive environment to train healthcare providers to deliver collaborative and person-centered quality care. Approved by NCEC Exec Comm 11/21/2022

The NCEC is a premier destination for state-of-the-art simulation education that builds and sustains the excellence of the healthcare workforce and facilitates interprofessional collaboration through teaching, learning, and research.  Approved by NCEC Exec Comm 11/21/2022

NCEC Simulation Statement of Philosophy:  

The Nursing Clinical Education Center (NCEC) partners the Department of Nursing Service and Patient Care (DoN) and the College of Nursing (CoN) to provide operational efficiencies, shared resources, and values.  

Our shared resources provide foundational expertise in simulation to support diverse, inter-professional, experiential education to our students, staff, and clinical partners.

  c. Code of Ethics

The Nursing Clinical Education Center endorses the SSH Healthcare Situationists’ Code of Ethics and the principles set forth in the INACSL Standards of Best Practice. NCEC staff also conduct themselves according to the Ethics and Responsibilities of University of Iowa Staff as outlined in the Operations Manual, Section III, Human Resources, Chapter 16- Ethics and Responsibilities for University of Iowa Staff 

  d. Governance / Administrative Organization Chart

Nursing Clinical Education Center DoN and CoN Faculty and Staff will manage the Daily Operations of the NCEC. These operations will fall under the administrative guidance of Co-Directors for each entity.

The Executive Committee of the NCEC will act as an overarching administrative body and represent the collaboration within the University of Iowa organization.

  e. Administrative Decision-Making Process Chart

The Board of Regents, State of Iowa, provides the ultimate oversight of the University of Iowa.

The University of Iowa Hospitals and Clinics (UIHC) Department of Nursing Services and Patient Care (DoN) and the University of Iowa's College of Nursing (CoN) formed a partnership in 2006 to create the Nursing Clinical Education Center (NCEC). This partnership meets the mutual benefit of each entity's education missions and endeavors while gaining efficiencies in using educational resources.

A 'memo of understanding' guides operational decisions and aids the NCEC Executive Committee.  Appropriate decisions are shared with University of Iowa Leadership as per the Decision Tree below and See the NCEC Memo Of Understanding at this link:

  f. Required Disclaimers

The NCEC Manager will review all courses offered within the NCEC by external entities for potential conflict of interest or bias upon request for simulation center reservations.  All external simulation or teaching requests will be forwarded by NCEC Manager to the NCEC Co-Directors for review and approval before final approval of an event or activity. Disclosure of any relationships with external entities must occur before an event or activity.  Please see The University of Iowa Operations Manual Chapter 18: Conflicts of Commitment and Interest.

g. Required Events/Acknowledgement

Before delivering simulation-related content to outside audiences, NCEC Faculty and Staff submit presentation materials to assigned Co-directors for approval. Co-Directors might also assist with travel funding for presentations outside of the University. Simulation Faculty and Staff uphold the INACSL Standards of Best Practice to ensure quality representation of our simulation program. In addition to seeking the endorsement of presentation materials, those who present externally are encouraged to complete this survey to record their activities in our database: Publication/Presentations Database Submission 

  h. Brand Use The NCEC abides by Publication Standards policy found in the University of Iowa Operation Manual Chapter 20. The NCEC does not have a separate brand from the University of Iowa Hospitals and Clinics (UIHC) or the CoN.
